  8. It is not mandatory for the user to evaluate all bids in the single packet bid process. Instead, the user can evaluate the minimum number of bids as per the Splitting or MSE/MII Purchase Preference (if applicable).

Two-packet bid

Most GeM bids are evaluated through a two stage process (double packet bid) by buyers. Whereby the buyer assigns a technical committee for technical evaluation.

A technical member then evaluates technical bids submitted by bidders and marks them either technically suitable or unsuitable. Buyers make decisions and mark bidders as qualified or disqualified based on recommendations received from the tender committee.

Once the technical evaluation is complete, the buyer can open the financial of the bid.
